Under a new national counterterrorism doctrine, the government will no longer treat these groups as ordinary criminals. Anyone involved in kidnapping, extortion, territorial control, or armed violence—regardless of motive—will face terrorism charges.
The declaration also extends to sponsors and enablers: financiers, ransom negotiators, arms suppliers, transporters, informants, safe-house owners, and even politicians, traditional or religious leaders who support or protect such groups.
Tinubu says the move is part of a reset of Nigeria’s security architecture, aimed at unified command, stronger intelligence, and community stability.
